Origin
Said to be named after the third Viscount Chelmsford (Frederick John Napier 1868-1933) Governor of Queensland 1905-1909 of New South Wales 1909-1913 later Viceroy of India First Lord of the Admiralty and Agent General for New South Wales. (Rich.Twd.Reg.Lib. & Rich.R. Hist.Soc. 1983).
